[Off-Topic] Curious about Copyright statements in Plugins

I can't help but notice many plugins contain similar functionality / code (for instance common_utils.py), the majority of which contain the same code, but at times with additional functions defined.

However most authors include a copyright statement listing themselves as the author, and saying its licensed under GPL V3.

Is there no requirement to also list the original source / author that this code came from?
