I would ask for the option to have the headings/paragraph tag work like bold does and simply surround the selected text with open and close tags.

Your solution is fine as far as it goes. But in my use case, the text is lacking any tags at all around pictures and captions which I wish to style and other text is lacking any tags either.

I can work around this by creating empty paragraphs with my macro program and dragging the desired contents inside, but it would easier to simply select and chose paragraph in the dropdown.

A good idea. I like both solutions:
If I select a text, then do it in your way. If I put the cursor only on a position, the text between a tag will be used (as it is today).

This tool works great. It makes it much easier to fill in missing text or create divs around pictures or other text.
