Kobo jumping to footnotes instead of showing popup preview?

I'm trying to make a sample epub with a bunch of footnotes that I'd like to be popups. The epub passed epubcheck fine and the footnotes do pop up fine in Calibre's reader, but on kobo it jumps straight to the footnotes instead of showing a popup preview. I think I'm following the kobo epub spec requirements, so I'm not sure what's going wrong. I link to footnotes like this:

You must use KEPUB if you want the pop-up window.

I'm making an epub, but Calibre converts to kepub before transferring to the kobo. Here's the kepub.

The calibre Editor finds your attached kepub to be full of errors. The main problem being the id values, i.e. id="...". To the best of my knowledge id values need to be ASCII and the first char must be ASCII alpha e.g. id="x123" or id="a1.2".

I must confess to knowing nothing about the use of <ruby> and <rt> tags so I don't know whether they complicate matters. However, I did create a tiny error-free sample kepub from your original kepub - the first 5 links/endnotes only. All 5 do appear to pop-up as expected when I drag-dropped the test kepub to my Kobo. I've attached it in case it helps.

That's a part of the Epub spec and not just Kobo!
