Combine existing Calibre libraries into a new library

Is there a way to move all the books two Existing Calibre Libraries into a third New Calibre Library w/o copying each book in the existing libraries individually?

i.e. NCL = ECL1 +ECL2

Of course. First, you need to create that new library. Then go back to the old library, select all the books, right-click -> copy to library -> [the name of the new library] (delete after copy). This should leave your old library empty and you can remove it from the library list. Repeat with the second library.

I would not do the delete after copy. I would want to make sure the new library was good to go before deleting anything.
