Calibre 'Restore Database' fails

When using 'Restore Database' the following error is raised:
calibre, version 6.17.0
ERROR: Failed: Restoring database failed, click "Show details" to see details

Traceback (most recent call last):
File "calibre\db\restore.py", line 151, in run
Exception: Something bad happened

My tests:
I have created a new library, and added a new empty epub book. The error still occurs.

Installed Plug-ins:

Annotations 1.17.13
Kobo Utilities 2.16.6
Mass Search-Replace 1.7.2

Running on Windows 10 Home, OS 19045.2846.

to help others who will answer after this, where is your calibre installed and where is your library stored?

Close calibre GUI and try running the following command:
