I transfer books from Caliber to the phone's memory. And how to synchronize books on the phone with caliber ???

It's only possible if you use the content server and its in-browser reader. No way to sync from the inner storage of the phone.

i.e. caliber is mainly used on laptops? There is NO mobile version of the program for android?

No. There is a Windows, Mac and Linux version. No Android or iOS.
