Error Trying to Create a New Short Cut

When I try to create a new shortcut I get the following error, I've tried a few different commands to change and always now get this error, in the past I've changed shortcuts many times error free.

Anyone else having an issue? Thanks for any help.

I just upgraded to 5.33.2 and have the same error

I just installed a fresh portable to a different folder and I'm still getting the same error
