What is this error due to?

A friend had her router changed and when she wanted to send a file by mail she got this error. OSError: Failed to send mail: TimeoutError (10060, 'An error occurred during the connection attempt as the connected party did not respond properly after a period of time, or the established connection failed as the connected host failed to reply ', None, 10060, None)

It's timeout conencting to an email server. Usually cause dby either network issues, the server not responding or antivirus/firewall blocking connections.
