Question Can't connect to server from device on same network

So Ive seen many threads with the similar problem but I did not find a solution.
  • I go to Connect/share -> start server and I server started at IP 10.250.xx.xxx:8080
  • I go to that address in my brower on my PC (windows 10 64bit) and the library works
  • then I go to the address on my samsung galaxy s9, connected to the same wifi of my PC, but says "Hmm... can't reach this page ERR_ADDRESS_UNREACHABLE"
  • On PC, wifi network is set to private, PC is discoverable, and calibre.exe and calibre-server.exe added to firewall exception
  • I also tried to pause antivirus and pause firewall completely
  • I have not a VPN running

Is the PC also WiFi?
Make sure both use the same WiFi speed
Some access points (the WiFi part of the router) block device<>device access by default (security concern ). You may need to adjust the router.

Things to try:
  • Make sure the two devices aren't using a WiFi guest network. Sometimes guest networks won't permit a guest device to "see" other guest devices.
  • Check if your WiFi router is using Wireless/SSID Isolation. If it is then the two machines can't see each other.
  • Check if the PC can ping the Samsung. Use Google to find the windows ping command. If it can't then the two machines are isolated from each other for some reason.
  • Check if the Samsung can ping the PC. You might need to download a network utility to do this.
  • Check if it works if you boot the PC in safe mode. If it does then your AV / network security is blocking the connection.

I can't verify it yet but now I suspect this might be the issue.
