At the bottom of the eBook's page under Book Details, you will see on of the following.

Download options: EPUB 2 (DRM-Free)
Download options: EPUB 3 (DRM-Free)

That's how you will know that the eBook is without DRM.

All titles on Smashwords are DRM free.

How do you tell on Google Playstore PlayBooks?

As are Baen ebooks.

Though you have to be careful on Amazon since downloading a KFX format ebook gets you DRM. Which is rather funny since one KFX I looked at was a Tor ebook with the usual disclaimer about not using DRM.
