set http_proxy and not working

I wish to use proxy to download books using plugins. I got a VPN provides a local http proxy 127.0.0.1:1087. I tried to set that into environment var of calibre. While it shows in Preferences->Miscellaneous, calibre still can't fetch books from the urls while the VPN is on. Not sure how I can set this to work.

Your plugins need to use the calibre browser.
