K4/5 NT Problem

I have two black bezel Kindle NT units which per Amazon have Special offers disabled. Both with the same 4.1.4 firmware. One has no special offers messages on the powered off screen and no "View special offers" line on the home page drop down menu display. The other does have the message "Please connect wirelessly to download the latest special offers" on the power off screen saver screen and the home page drop down menu does include the line "View special offers". When select the special offers menu item no books are displayed with wifi enabled.

Any one seen this before and is there a solution to eliminate the messages from the one unit? I tried contacting Kindle tech support on Sunday, by phone, and no one answered after a 10 minute wait. Tried twice. Also tried both a sync and a reset on the unit with no effect.
