I'm leery of going any further into this program at the moment because of one rather backward design choice for the windows installer. I have a fairly small (500 gig) c drive, and 3 decent (2 terrabyte) data drives. Where possible, I try to stick any program which does not require a lot of speed/transfer to a secondary data drive. I can't do that with this, as it auto-installs to c drive. Please, redo the installer and allow me to choose where I place it. I'm certain that I'm not the only one with an ssd that they want to relegate to only windows and speed-critical programs. Thank you in advance for looking at the issue.

If you're referring to calibre, try the Portable version. Or try pressing the Advanced button on the regular installers.

The option to select where to install has always been available if you hit the ‘advanced’ button rather than simply use the ‘Install’ button to use the defaults.

FWIW, I have a 500GB SSD as a C:

The Calibre program directory on C: only takes 337 MB so maybe you could just put the library on another larger drive. Not exactly what you asked, but possible workaround

The Library is separate from the Program files (regular Calibre)
Once Installed:
Right click the Library Icon: Rename (to your big rotating drive). Most Library access is a simple read/write, and does not gain much except for the metadataDB access. There are tricks to keep (move) that on the fast drive if that becomes an issue.
