Book Details exact Tag Matching?
Clicking a tag in Book Details does tags:="ARC" will also match 'Architecture'.

Is there a setting to get exact matches tags:"=ARC"

no it wont, for example, tags:"=a" will only match the tag a and not the tag action

I understand. I just found it odd the tag browser/etc does "=a" (= inside) but the book details puts it outside ="a"

What the OP means is that clicking a tag on the book details panel, produces a search like this: tags:="arc", which will match Architecture, Architect, etc.

If calibre converted the click to tags:"=arc", then it would be a precise search.
