Is it normal to have to exit KUAL to access PW in win10..??

It seemed to be the only way I could do it last week...

Or have I screwed something up(likely)

Yes.
KUAL and all of its extension files live in the user visible, USB storage area.
The USB storage area is NOT shared, it is either exported or not exported.
That is:
It can not be accessed externally and internally at the same time.
(It could have been but Amazon/Lab126 didn't do it that way.)

USBMS will *always* suspend whatever else the Kindle is doing, because it *has* to, as @knc1 explained. That's not limited to KUAL .

If you're plugging the device to a computer for charging purposes only, you can either eject it straight away, it'll go back to what it was doing and keep charging; or switch to USBNet mode, because that obviously won't even trigger the USBMS mode in the first place .
