You can download and read books in DRM'd Mobipocket format if you use Igor's kindlefix script (see Developers corner).

Unfortunately, you cannot read secured PDF formatted books - more widely used by public libraries.

Check with your library to see if they offer any books in mobipocket format.

The short answer is register your Kindle's PID with the library and use kindlefix.py on the library ebook before copying it to your Kindle (Igor's kindlefix package includes a way to find the Kindle's PID). See item 4 in the 1st post to A Beginner's Guide to Kindle Content (this no longer works for most purchased ebooks, but it does work for library ebooks). Also How to make Igor's script work.
