Metadata download no longer includes tags
On many download requests Calibre gets cover and description but no tags

Whether tags are downloaded or not depends on whether the metadata sources have tags or not. It is fairly variable, for instance, some amazon books have tags some do not, some have them loaded only via javascript on the page, in which case, calibre wont be able to fetch them.
