The City of Shifting Waters by French author Pierre Christin (Wikipedia) with art by French artist Jean-Claude Mézières (Wikipedia) is an English-language translation of the vintage 1st album in their long-running Valérian & Laureline (Wikipedia) bande dessinée series of science fiction time travel adventures starring spatio-temporal agents from a 28th century Terran Empire who protect the past, this installment sending them back to 1986 in New York to thwart a rogue time traveler, free for a limited time courtesy of French publisher Dargaud.

This is a translation of La Cité des eaux mouvantes which was originally published way back in 1970 and has its own Wikipedia entry. I've never gotten around to reading the library's copies of these, but as I understand it, this is one of the major classic Franco-Belgian BD series (and apparently being freebied to promote the upcoming film adaptation), so it's a real treat to get this in two languages (depending on where you are).

Description
Galaxity, capital of the Terran Empire in the 28th century. Valerian and Laureline are agents who protect mankind from rogue time travellers. Now they are sent to New York in 1986 to intercept Galaxity’s worst megalomaniac, Xombul—except that in 1986, the world is in ruins and New York is about to be swallowed by the ocean. The two agents must navigate the shifting waters of the past to make sure that the future will exist.
