Push the Aa button just to the right of the space bar. The bottom line on the menu that pops up is Screen Rotation and you can pick auto, portrait or landscape and even choose where the keyboard goes (top or bottom, left or right).

after the kindle sleeps or the liberator is ran, the setting is reset to auto..

can screen rotation be disabled permanently through a setting in the system files like other settings? my DX is jailbroken.

That would be a question for the developers' forum, not here. We only "do" standard firmware stuff in this forum.
