Cyrillic names inf file's titles

When i add books with Cyrillic tags to Calibre, it names files and folders to transliterated Latin even with unactive option to transliterate unenglish letters. Is there any solution to preserve original coding?

Save to Disk, and Send to Device will create folder and files structured and named according to the template specified for each. Whatever you have in the metadata columns will be used in the names - subject to restrictions imposed by the Operating/File System.

The entire library folder -- the files, folders and sub-folders -- should be treated as a black box.

To elaborate:

calibre's internal bookkeeping requires that filenames be stored in (transliterated) Latin1, for maximum compatibility across OSes and filesystems. As BetterRed mentioned, this is non-negotiable.

The setting you refer to under Save-to-Disk will only affect files exported from calibre. With that option unchecked, calibre will attempt to save them according to whatever you define in your export template, without performing any transliteration and only transforming filename-unsafe characters (that is, \/:*?"<>| and a trailing period).
This assumes your filesystem can handle it -- these days, most can.
