USB powered harddisk

Can I use one of those to store my Calibre libraries on and then see it like a SD-card in CC? For the new feature with clouds.

CC does not support USB OTG, so the answer is "maybe".

CC can see your external USB storage only if your device automounts the disk, or you have rooted your device and can manually mount USB OTG devices. In the latter case (rooted) there are some apps that might help.

However, even after mounting your external disk CC will be able to see it only as a Cloud "Local library". It cannot see it as a native CC library. See our FAQ I have a copy of a calibre library on an SD card. Can CC use it?

I suspect your device will not have enough power to run the disk unless it supports an external power adapter. Many have 2 USB plugs just to get enough power (ports have a 500ma design limit. some do not even get that far)

My TAB2 (I have the USB adapter) even balks at a portable Keyboard, but likes mice

I already have another harddrive which I use on tablets on occasions, and it runs okay. I just haven't tried with calibre and CC yet.

AFAIK it is just another storage device, like a SD card... Just with a lot faster writes (SD is sloooow)

If I download a book via the cloud and sync to calibre on my laptop after editing the read column or read date, will the metadata be edited on the laptop if the book is in the library?

It is hard to say because I don't know what library is where.

If the library in the cloud is synced from the library on the laptop, if that cloud library is "in sync" with the library on the laptop, and if after changing the read information on the device the device "syncs" with that same library on the laptop using the wireless device connection; then the answer is yes, read information will sync back to the laptop. If any "if" is not true then the answer is "maybe", depending on a host of things including calibre device book matching.

If anyone else has interest in this: I got it work with both a cloud (onedrive) and a usb. But the cloud/USB library has to be an exact copy of the one on the laptop.
