Getting rid of special characters

I am using the Seattle Times recipe and quoted text does not come across correctly. How do I fix this? Here is an example:

need the Security Councilâ€™s blessings.

As the U.N. report states: â€œThe global distribution of refugees remains heavily skewed away from wealthier nations and towards the less wealthy.â€�

Change the encoding in the recipe from cp1252 to utf-8
