Getting rid of special characters

I am using the Seattle Times recipe and quoted text does not come across correctly. How do I fix this? Here is an example:

need the Security Council’s blessings.

As the U.N. report states: “The global distribution of refugees remains heavily skewed away from wealthier nations and towards the less wealthy.�

Change the encoding in the recipe from cp1252 to utf-8
