Rosemary for Remembrance by Christine Arness (pseudonym of one Lori Ness, according to her Smashwords author page) is her standalone cold case mystery/suspense with f/m romantic elements starring a recently-widowed young lawyer who takes on an assignment to find out what really happened to the titular Rosemary, a decades-old deceased hit-and-run victim, and thus seems headed for danger herself, free courtesy of publisher Diversion Books, who are e-printing it from its 1991 HarperCollins Harper Paperbacks edition.

This was nominated for a Romantic Times Award for Best Contemporary Romantic Novel. (NB: RT often gives out similar awards to non-romance-category genre books such as Lois McMaster Bujold's Vorkosigan MilSF novels, as long as they consider what they're reviewing to have an adequate romantic subplot somewhere in it.)

The old paperback for this has an objects-related-to-the-deceased-and-method-of-death cover image which more strongly indicates "murder mystery" than the sort of "clinch cover" that usually goes with straightforward romantic suspense, and this is filed mostly under the "cozy" and "women sleuth" categories at both stores, but YMMV if you're hoping for/against a certain level of love story content.

A bit by default, but also because it's kind of novel to get a freebie mystery which digs into an old case to try and get some belated justice, rather than dealing with the usual current somebody's-stalking-and-means-harm-can-we-prevent-it/freshly-killed-neighbours'-bodies-just-turned-up-and-we-expect-to-see-more kind of threat, so bonus points for getting a bit of variety in the plotting today.
