Change default format for "Edit ToC" dialogue

Most of my ebooks are in epub and azw format, so when I want to edit the ToC, I get asked which format to edit. The default selection is AZW, although I usually only edit the epub format. How can I change the default selection in the dialogue?

There is a Tweak "What format to default to when using the Tweak feature", but unfortunately it does not seem to control Edit ToC as well as Edit Book.

I cannot see anything else to do it.

Hopefully this can be changed to remember the last-used format, or depend on the Tweak Book setting.
