Kindle for PC collections not accessible

When Kindle for PC is not connected to Amazon site (registered) the collections i have created are not accessible, they are hidden. All my ebooks are stored locally, on my PC. Why is this happening? Is that normal or the problem is on my side?

Amazon turned off the collections uploading to their servers on all devices that do not support Cloud Collections. It includes the pc and mac apps. The former basic kindle, kindle 2 and I think the kindle 3 devices. All of them only support collections locally.
