How to use multiple gift cards on one order?
I have two $10 Kobo gift cards.

I looking to purchase a book that cost $20.

The order forum only allows me to use one of the gift cards.

Is there a way to use multiple gift cards for one order?

I've had this same issue and I don't believe this is possible. What you may be able to do is to purchase a $20 gift card with these $10 cards?

Does Kobo work differently in other countries then?

I'm in UK and when I activate a gift card it adds the money to my Kobo account. It doesn't matter how many gift cards were used as my account just shows total funds available to spend.
