Freebies from the state
I just discovered the State of California Dept. of Motor Vehicles has the driver's handbook available as a free download at:
http://dmv.ca.gov/pubs/pubs.htm
They have versions in Spanish, Punjabi, Russian, Tagalog, Vietnamese and even English.

A quick search shows others states have done the same.

This is good news. (At the least it will save a trip to the DMV just to get a pamphlet.)

My previous find is the California Agriculture Statistics Review (yearly) is also a free download from Calif. Dept. of Agriculture.

Well, did YOU know that California is #1 in the US for eggplant production? Been that way since 2001.

The feds also have publications. Some of them are available in PFD and and some of those are free. Such as "10 Ways to Avoid Fraud" at:

(That would be SO ironic if that one was one of the PAID downloads.)

No, some are sold commercially. Institutions which are funded by the US government, but not actually a part of the government don't have to release their work into the public domain. One such organisation that I've personally dealt with which falls into that category is the "Space Telescope Science Institute", which operates the Hubble Space Telescope.

Yep. Some such are considered to be in the PD from the time they are created. Like the Private Snafu training cartoons that the Government made circa WWII for example. You can find some of them over at the Internet Archive as a result of that fact.

Another loophole for government works being copyrighted is for the work to be assigned to a private contractor who does it as a work for hire, and as part of the contract copyrights it, then assigns the copyright to the government department which did the contracting.
