Easily managing a PDF library across multiple iPads

I am loosely in charge of a class set of iPads for the school where I teach. This has been a huge time suck and I am wary of adding more maintenance tasks. However, we are thinking of getting a subscription to a website which publishes leveled readers in PDF format. The only time suck bigger than iPads is library book shelving, so a few of us were hoping a small ebook collection might take some of the pressure off.

The problem is that I don't really want to sit there and load 400 ebooks onto 16 different iPads. So what would be the best way to do this? My initial thought was to install them into a Dropbox account. Then I could put them into folders by level, teachers could browse using the Dropbox app and use it to send a book they want into iBooks.

I also thought I could do the same thing in Evernote. Then people could have the similar option to browse and send to other apps, but also be able to make notes on what they have read and with whom.

What do you think the best option would be?

This thread might be better located in the Apple subforum....

How about using iTunes to sync to a iCloud account?
