can us kindle paperwhite access 3g bookstore in europe

My wife is leaving for vacation in a few hours for Macedonia and I was thinking how nice it would be to buy her a kindle...but would she be able to use it do download books in 3g from europe specifically Macedonia? Thanks I have to make the purchase in the next few hours so help greatly appreciated...

The way I understand:
- she can use 3G to download books
- she can use WiFi to download anything
- she has to pay fee if she uses 3G to browse or to download subscriptions (magazines, newspapers, etc)
