Karma rules?

What are the rules about giving karma?

I don't give karma very often, but I've gotten messages that I have to spread karma around before giving to the same person again. I don't remember who the last person who I gave karma to was, but I didn't think that it was the same one.

Three different people, I believe, before you can give to the original person again.
