Best way to edit epub?

Hi,

When I have a txt file, I can easily format it in HTML or RTF.
What's the best way to create an epub file?

1- Do formatting in HTML and use a conversion program?
2- Do layout and formatting in an epub editor program (if that exists)?

And,
Which programs do you use to create epub files?
If you have an epub book, and you see an error, how do you open it and edit it (which program or procedure you use to correct the error)?

IMO, first format your text in HTML with CSS and then import with Sigil to make the ePub.

"Best" is a value judgment you have to make yourself based on your situation...

... but for me it has been to convert the original to HTML with absolutely minimal formatting and then open that in Sigil letting Sigil create a basic ePub. I then do the real formatting in Sigil.

I generally find it more difficult to massage formatting in a converted document than to start by converting an all but unformatted document and doing the formatting after the document is an ePub.
