Kindle for iPAD outside of US?

Can I use US Kindle account outside of US with Kindle for iPAD?

I am located in Canada. I read some threads here and found that Amazon.com has more books in the US than anywhere else, and that they check IPs and block downloading US books to non-US-account-registered Kindles. Does this apply to Kindle for iPAD as well?

How does it work? Can I open a US account using my brother's address and use my canadian credit card and buy US books using my computer behind VPN block or something and use that account with Kindle for iPAD? That way, can I use US Kindle books in Canada?

Any solution will be greatly appreciated.

I think the account's country is determined by the credit card's billing address.

You don't need to use a VPN to use the Kindle app with a different country store, all they care about is how the account you are logging on as is defined. I have a US account and a UK, and can switch back and forth. You keep access to any books currently installed on the device, but only the current account's archive.
If you don't have a US credit card, you can use a virtual one that will pass an address check. You can also use your non-US amazon account to buy a USD gift certificate and send it to your US amazon account to cash in.

I'm in Canada too, and through the combination of the Canadian Kindle/Amazon and Kobo apps, it' very rare that I can't find an ebook.

You don't need a US credit card. You can have various accounts for numerous countries and switch back and forth as you please. All accounts can link to the very same credit card, wherever your billing address may be...

Only an account for the respective country.
I've got accounts in the US, UK and Germany. All link to the very same German credit card.
You may receive a note such as "you've bought lots of books outside of your original region in the last few weeks. Did you move recently?". But still they don't force any account onto you.
Only one potential issue: Not all services are free. You can download books globally for free. Meaning: You can buy via US account in, let's say, Europe and download in Europe for free. But you can't download tons of daily newspapers for free for example. You'll receive a note on your Kindle, if this gets critical. This note perfectly explains, which services are free and which would generate costs. But for those you easily with the push of a button can switch to another account...

I figured eventually they would get fed up of just asking and do something about it I thought I had read in the Kindle forums of people being asked to provide ID to prove nationality/location. I use Entropay and a valid US address where mail would eventually reach me, and don't mind the extra 5% for the peace of mind.

Entropay cards are issued by a European bank, and everybody should know that it is used just to get around such geo-restrictions. I always figured Entropay couldn't be a long term solution, but apparently people have been using it for years and it still works.

I've read such reports as well. But so far, nothing has happened. I've bought about 500 eBooks from Amazon over the last 2 years, about 80% via the US account, a few via the UK account and the rest via the German account.
I've received emails twice from Amazon: "You've bought outside your region, Did you move?". I told them, I'm on a longterm business trip and everything was fine. Would they insist, I'd switch to my German account permanently. It's a bit more expensive on average and some titles may not be available. In the worst case, I might open another US account then. But still with my German credit card.
They easily could eliminate this of course, by insisting on the billing address being identical with the account's region. But is this really in their interest? I guess, they only do what the publishers expect and else they're fine to take anybody elses money...
