AFAIK, You can't use "scribble" areas in forms. If you have a html form, and its a normal textbox. Then you can only fill it with ASCII text, that is using the onscreen keyboard, or the onscreen one-line OCR (which works okay, but hardly "excellent") If you need to fill out a paper form, make it a PDF, and let people scribble on that. You can convert the data on a PC then. But normally you don't get any of the "activity" things, like dropdown menus on PDFs. Maybe PDF forms might be a workable solution, but I hardly worked with these. Acrobat can do things like this...
