I know they announced the Kindle library lending, and I strongly suspect that it will require a firmware update, but didn't they say "later this year" for the library lending? That wouldn't suggest to me an update so close to the announcement.

I don't think they need new firmware for the advertising. All they have to do is have different software on the KSO Kindle. That could be quite separate from the firmware.

I agree with you that they should make the screensavers in the non-KSO Kindles more customizable.

Maybe nothing.
I'm guessing that the changes in 3.2 (for the ad-supported model) were related to being able to change the Kindle's screensaver on the fly without having to restart the entire framework (or retrieving the images for the ads). That's not currently possible on the other Kindles... but at the same time, it's not really a requirement either.
