Specify minimum Qt version in CMakeLists.txt

This would keep users with older Qt versions from trying to build Sigil.

What were the best place to send patches to? Issuetracker is a bad place IMHO, issue is issue first as it is discussed.

Ah yes, the new CMake Qt include macros let you specify a version number. Good catch, I forgot to add it to Sigil even though I added it to FlightCrew.

The issue tracker will do just fine.
