Tungsten W SIM lock

My Tungsten W is Sim locked for another GSM carriers.
I didn't know it, when I bought this smartphone.

They answered : AT&T Wireless has entered a lock code into the phone that makes it specific to our SIM cards. This means our phones cannot be used on other networks. Most GSM carriers worldwide do the same. If using another card, an error messages display, such as "enter special code" or "incorrect card".
If you would like to have your phone unlocked , please contact our customer service at 1-800-.... A $250 fee is applicable.

But it's expensive & inaccessible for me.
Is there another way for software upgrade?

Please, help.

I remember my Nokia was also carrier-locked. At least Nokia people can find help at nokiafree.org/forums - maybe someone there can also tell you how to unlock your Tungsten.
