e-book is Prometheus Award Finalist

The Prometheus Award (Wikipedia) is for libertarian science fiction novels given annually by the Libertarian Futurist Society. Its 2012 Finalists (book list with covers) include a work available only as an e-book:

This isn't a major award, but it is the first longstanding book award that I am aware of that has an e-book only finalist.

What does the description libertarian denote ?
Just curious - I've got my head round punk/steamboat/opera/Western/had/soft, etc... but obviously haven't been exposed to this yet.

Or I have, and just didn't read the blurb carefully enough....

Libertarian is usually used to describe small government proponents. The "get the gubbermint outta my life crowd." Heinlein, Ayn Rand, etc...

Am I the only one who sees some inconsistency in an Amazon ebook being give an libertarian award? A more controlling and intrusive organisation would be hard to imagine.
