Does iPad Pencil work with all apps?

For example, let's say I want to draw or take notes on Webster Visual Dictionary http://www.ikonet.com/en/thevisualplus ?

Would it work or does the app need to be designed for the iPad Pencil in order for it to be able to take notes with the pencil?

So far, I've not come across an app that the pencil doesn't work on. The app itself has to allow drawing and note taking before you can use the pencil to do so, as it is just an extention or substitute for your finger.

It doesn't work on pages. I was going to buy the big iPad pro as a writing tool. I could type out what I wanted to write and then hopefully proofread and make margin notes with the pencil. It doesn't work. So I just bought a MacBook, I like being able to use a fully functional mouse.

Beyond normal touch events, Apple Pencil uses extensions to UITouch class with methods that provide more precise location, stylus angle relative to screen, and pressure sensitivity. So apps have to do extra work if they want to take advantage of this information.

As far as simple things like putting the cursor somewhere, clicking a link or button, or selecting text, all my apps work with the pencil. For specialized stuff like pressure sensitivity or handwriting, the app has to be written to support that stuff. All my note taking apps support the pencil pretty well.
