Calibre not opening Library

I run Calibre on my Dell pc, Windows 10 no problems. Recently Calibre looks as if it is opening as usual but no window opens to the Library. The icon is on my bottom bar and Task Manager shows as running. I have uninstalled etc, no change. I followed some of the tips on Google, no change. Hopefully I have attached a screenshot from command prompt that someone can interpret.
Any suggestions gratefully received.

No need for a screen shot, in Word docx. In future just copy error text (press the Copy button) and post it here. I've OCR'd it:
