There is a menu option to shut it down.
And yes they should be shut down periodically I believe although others say different.
Many devices get a bit sluggish/odd if not shut down/rebooted for a long period.
But... With the difficulties you are having, returning/exchanging it might be the best option.
Probably not going to fix, but clean screen/switch thoroughly.
