That does load fine when you have quotes istead of whatever those symbols are.

What you can do is use Book Cleaner for this.....

Go to Book Cleaner and select 1.bcf.
Add in a row
Convert » to “
Add another row
Convert « to ”
Now save

Select 2.bcf
Convert “ to »
Add another row
Convert ” to «
Now save

Then close Book Cleaner and reload the file.

I just tested this and it does work.
