Tapping a link should navigate to where the link points to. But, with an epub, the spot you need to tap is exactly the size displayed for the link. If it is a single small superscript number and you use a small font, it can be hard to hit. You can increase the font size to test if the link actually works.

Also, "Double Tap" does not do anything. They are treated as two taps. As it navigated somewhere, that suggests that one of the taps did activate the link. That it went to the start of the notes either means the link was to the chapter the notes were in, not the individual footnote, or, the footnote was on the first page of the notes section.

If you read a lot of books with footnotes, then I recommend using kepubs instead of epubs. The tap zone for a link is larger, and footnotes will be displayed in a popup.
