Yes

Go to: Amazon --> Your Digital Items (top right corner) --> Manage Your Kindle --> Manage Your Devices (left column under Your Kindle Account)

Now look for the Special Offers column for your registered Kindle(s) and hit the edit button. You'll then be prompted to pay Amazon $40 to remove the ads. That's not a removal fee, but rather the difference in price between the ad model and the non-ad model.
