When you buy a Kobo book, it’s yours (so long as you have an account with Kobo and/or Adobe and both companies maintain the authentication system that gives you permission to read it on a case by case basis). You have the freedom to read on any open reader (By open reader, we mean Kobo application for a device we support, or some version of Adobe Digital Editions. How either of those quality as 'open' is an exercise left for the reader.)
None of this really has anything to do with the Vox, however, which looks like a pretty awesome gizmo all around.
