"Distance" digital media libraries

I just learned about OverDrive... Sadly, I live in a remote area of the US and there are no participating libraries in my area. I understand that I must have a library card from the participating library, and of course, some libraries won't offer cards to non-residents.

Question: Do libraries ever issue cards "remotely?" From the library sources listed in OverDrive.. would any offer a card to a non-resident?
