In that particular case, a thread title change would make more sense (ie, "Settlement E-mails from Ebook Retailers") which you can discuss with the OP who can request a title change by reporting their own post. In general, no, I don't feel we should get notified when action is or is not taken. Many reports are about poster TOS violations or posts in the wrong forum and how those are handled are either self-evident (deleting, moving, suspending, banning) or the mods have chosen not to act. They don't owe us an explanation when they make that choice and in many cases giving us one would only lead to problems / arguments, not to mention more work for them.
