And before you say they do not sell 1,000,000 books a day to California residents, who is to say California is the only state they are doing this in. I am confident they pass the collected sales tax over to the state. Penalties for withholding collected sales tax are severe. On the other hand, the state isn't very motivated to punish or even investigate 'over compliance'.
Also I doubt they handle very much business, otherwise it would become a significant customer service issue and eat into their profits. The majority of people will just buy the books on Amazon B&N, Apple, Google, Kobo because that's more convenient and except for the $9.99 deals that they currently run, it is usually cheaper to do so.
