I think it was pretty clear that there was circumvention going on, because it's already basically been discussed earlier on. People have freely admitted that romance is "not their thing" and attempted a compromise with several nominations that have reasonably strong romantic leanings that still remained palatable to them.

I haven't read it yet, but Shards of Honor looks like a pretty reasonable compromise even if I don't think romance is the right classification for it. I mean if you had to choose a sci-fi book to fit into a romance category, it doesn't look like an awful choice.
