I'm just guessing here.

I believe you have to be a Military member in the DEERS system which would mean all current Active duty, Retired, current Navy Reservists and all who left due to a disability and are still collecting some sort of VA disability for their time in the service. I'm unsure but under the right circumstance It also might mean the spouses, if they are still in the DEERS system.

The worst that could happen is for him to try and create an account and the system not recognize him as eligible.
