Especially when you consider all of the people who seem to check the book out for 21 days (the max & default setting at most libraries) and not return it early even if they finish it (at least it seems that way sometimes). It's not like a single copy of a title is being checked out 500 times a year or something, the number of possible checkouts is already limited.

At least with HarperCollins (26 checkout limit) & Simon & Schuster's (1 year) limits libraries are only paying about retail (generally not more than the Hardcover cost, often less) for the books.
